SPEAKERS: Jessica Cole, MA, Senior Incident Specific Planner Office of Emergency Preparedness and Response. Jessica Cole is the Senior Incident Specific Planner for the Office of Emergency Preparedness and Response (OEPR) at the New York City Department of Health and Mental Hygiene (DOHMH). In this role, Mrs. Cole is responsible for the coordination of planning for a wide variety of possible threats, such as novel disease outbreaks and radiological incidents. Prior to this position, Mrs. Cole was the Agency’s Pandemic Influenza Coordinator. In this capacity, she was responsible for the planning and revision of the Agency’s pandemic plan. Prior to her positions in DOHMH, Mrs. Cole was an Adjunct Professor in emergency management, a pandemic planner for Citi Bank, risk management consultant, and pandemic program manager for a private medical services company in addition to working for 4 years as an investigator for NYC’s Department of Investigation. Mrs. Cole received two Masters, one from the University of Chicago in Social Sciences and another from John Jay in the Sociology of Deviance with a special certification in terrorism studies. She attended Barnard College as an undergraduate. Shelly Raffle, MPA, CEM, Certified ISO 22301 BCMS Lead Implementer, Principal Consultant, Raffle Solution. Shelly Raffle is the Principal Consultant for Raffle Solutions, an Emergency Preparedness and Response Company. Shelly brings over 10 years of experience in developing Business Continuity and Emergency Management Programs, both as a consultant and for the Visiting Nurse Service of New York. She has conducted Business Impact and Risk Analyses, developed and implemented Crisis Management response programs and procedures and has developed, conducted and training and exercise programs. She helped to found the NYC Home Based Care Alliance and worked to establish their seat in the NYC Office of Emergency Management’s Emergency Operations Center, which was activated during both Hurricanes Irene and Sandy. Shelly has presented extensively on these topics in the New York City area and around the country. Shelly holds professional certifications as an Emergency Manager from the International Association of Emergency Managers and as an ISO 22301 Lead Implementer in Business Continuity Management Systems from the Professional Certification and Evaluation Board.
