This webinar will discuss Medicaid changes enacted in the NYS Budget in April 2020 that will take effect later in 2020 and in 2021, including:
- The new 2.5 year “lookback” and transfer penalties for community-based long term care, including MLTC, other home care, and the Assisted Living Program
- Changes in eligibility for personal care and CDPAP services
- Changes in the assessment process for personal care and CDPAP by MLTC plans, managed care plans, and NYC HRA Home Care Services Program
- Change in how MLTC members access non-emergency medical transportation

EFLRP provides free legal services to Holocaust survivors and other vulnerable seniors in NYC, trains social workers and lawyers to help seniors access Medicaid and Medicare services, launched the advocacy website http://NYHealthAccess.org, and advocates with policymakers to promote access to Medicaid and Medicare services, particularly to long-term care services in the community.
